Very short is a weak word. The 15cm are counted with the plugs, so there is not more than 7cm of cable really. Just enough to make a bridge between two sockets spaced 1cm or 2 at the most, so relatively useless in the end
Indeed 15 cm is very short but perfect to make a junction between 2 plugs.
